1. Acceptance of these terms

These Terms & Conditions ("Terms") govern your access to and use of PROceed (the "Platform", "we", "us", "our") — the website at qatarprodirectory.abecods.com, operated under the PROceed brand from the State of Qatar ("Operator"). By accessing the Platform, browsing our guides, creating an account, or submitting a listing, you confirm that you have read, understood, and agree to be bound by these Terms. If you do not agree, please do not use the Platform.

You must be at least 18 years old, or the age of legal majority in your jurisdiction, to create an account or submit a listing.

2. Definitions

• "Guide" / "Content" — the free, educational articles, checklists, and informational material we publish about legal and governmental procedures in Qatar and the wider GCC.
• "Directory" — our listing of PRO providers.
• "PRO" / "PRO provider" — an independent third-party Public Relations Officer, firm, or bureaucratic-services company listed in or advertising on the Directory.
• "Listing" — a profile created for a PRO provider, whether on a free trial or a paid advertising tier.
• "User" / "you" — anyone who accesses the Platform, including expats reading guides and PRO providers who advertise.

3. Nature of the service

PROceed is, and operates solely as, two things:

• A content publisher — we publish free, general-information guides to help expats understand common procedures.
• A directory and advertising service — we list PRO providers and sell paid visibility (advertising) to those providers.

Our role begins and ends with information and visibility. We connect you to providers; we do not deliver the underlying PRO services, and we are not a party to any agreement, transaction, or relationship you enter into with a PRO provider.

4. What PROceed is not

To avoid any doubt, PROceed is not, and does not hold itself out to be, any of the following:

• A PRO company or provider of PRO, visa, attestation, or company-formation services;
• A law firm, legal consultancy, or provider of legal advice;
• A government department, authority, intermediary, or agent, and we are not affiliated with or endorsed by any government entity;
• A marketplace that earns commissions, handles payments or escrow, or takes any share of fees you pay to a PRO provider;
• A party that files, lodges, or processes any application or document with any authority on your behalf.

You pay PRO providers directly, entirely off the Platform. We never handle your funds.

5. No legal or professional advice

All Content is provided for general informational purposes only and does not constitute legal, immigration, financial, or other professional advice. Rules, fees, and requirements in Qatar and across the GCC change frequently and may have changed since a guide was published.

You should always verify current requirements with the relevant government authority or a licensed PRO before acting. You are solely responsible for any decision you make or action you take based on our Content. See our Disclaimer for full details.

6. PRO providers & your dealings with them

PRO providers listed on the Platform are independent third parties. They are not our employees, agents, partners, or representatives, and we do not control, supervise, or direct their work.

Any contract, communication, payment, or service between you and a PRO provider is strictly between you and that provider. To the fullest extent permitted by law, we are not responsible or liable for:

• the acts, omissions, conduct, advice, quality, timeliness, pricing, or results of any PRO provider;
• any loss, delay, rejection, penalty, or damage arising from your engagement of a PRO provider;
• any dispute between you and a PRO provider.

We strongly recommend you carry out your own due diligence — confirm credentials, fees, and timelines directly with the provider — before engaging anyone.

7. Advertising, paid listings & rankings

The Platform is funded entirely by advertising. PRO providers may pay for visibility through listing tiers (for example Featured, Premium, and Category Sponsor) and through banner advertisements. Our published rates and tiers may change from time to time.

Paid placement affects prominence and ordering. Listings and advertisements that have paid for higher tiers may appear more prominently, higher in results, or pinned to the top of a category. This commercial arrangement is disclosed and is never hidden. Advertising is paid visibility only — it is not an endorsement, recommendation, or guarantee of any provider by PROceed.

We sell visibility, not results. We do not promise any provider a particular number of leads, enquiries, conversions, or outcomes.

8. Verification is not endorsement

Some providers display a "Verified PRO" badge, which indicates only that the provider has passed our internal 4-Point Vetting check (commercial registration, physical office, response-time test, and bank-account validity) at the time of review. Verification is a basic factual check carried out by us at our discretion; it is not an endorsement, guarantee, certification, or warranty of a provider's competence, conduct, results, or continued compliance. The badge may be granted, withheld, or removed by us at any time and is never tied to payment.

9. Accounts & user conduct

If you create an account, you are responsible for keeping your login credentials secure and for all activity under your account. You agree to provide accurate information and to keep it up to date.

When using the Platform, you agree that you will not:

• post false, misleading, defamatory, unlawful, or fraudulent content, listings, or reviews;
• impersonate any person or entity, or misrepresent your affiliation with one;
• submit a listing for a PRO business you are not authorised to represent;
• upload viruses, malicious code, or attempt to gain unauthorised access to the Platform or other users' data;
• scrape, harvest, copy, or republish Content or directory data without our written permission;
• use the Platform to harass, spam, or solicit users for purposes unrelated to the listed service;
• interfere with, disrupt, or place an unreasonable load on the Platform or its infrastructure;
• use the Platform for any unlawful purpose or in breach of any applicable law or regulation.

We may suspend, restrict, or terminate access to any account that breaches these Terms, at our discretion and without notice.

10. Advertiser (PRO) obligations & listing accuracy

If you submit or manage a Listing, you represent and warrant that you are duly licensed and authorised to provide the services you advertise, and that all information you provide is true, current, and not misleading.

You are solely responsible for the accuracy and legality of your Listing — including your company name, credentials, registration details, service descriptions, pricing, contact details, and any claims you make. You agree to keep your Listing accurate and to update it promptly when details change. We do not author your Listing content and are not responsible for its accuracy.

You must hold all licences and permits required to operate, and your advertising must comply with applicable advertising and consumer-protection laws. We may edit, reject, suspend, or remove any Listing or advertisement that we consider inaccurate, misleading, unlawful, or otherwise in breach of these Terms. Paid advertising is also subject to any separate advertising terms or order form agreed with us.

11. Paid advertising — billing, cancellation & refunds

Paid listings and advertising are ordered through our website (WooCommerce). The fees, tier, and billing period are those shown at checkout or in the order/invoice we issue.

• Payment method: fees are settled offline — by bank transfer or against a manual invoice. We do not process card payments on this website and do not store card details.
• Activation: a paid listing or advertisement goes live once the corresponding payment has been received and confirmed, and once any applicable review is complete.
• Term & renewal: advertising runs for the period stated on your order (e.g. monthly). It does not auto-charge; continued visibility requires a new payment for each period unless agreed otherwise in writing.
• Cancellation: you may choose not to renew at any time. Stopping an active period does not entitle you to a refund of fees already paid for that period, except where a refund is required by applicable law.
• Prices: fees are stated in Qatari Riyals (QAR) and are exclusive of any taxes or charges unless stated otherwise. We may change our rates prospectively; changes do not affect a period already paid for.
• Removal for breach: if we remove or suspend a listing or advertisement for breach of these Terms, no refund is due for the remainder of the period.

This clause governs the commercial relationship for advertising and is separate from any service you may provide to expats, which is always paid to you directly by the client off the Platform.

12. Intellectual property

The Platform, its guides, design, logos, the PROceed name and brand, and all related materials are owned by the Operator or its licensors and are protected by intellectual-property laws. You may read and share our guides for personal, non-commercial use with attribution, but you may not copy, reproduce, republish, or exploit them commercially without our prior written consent.

By submitting a Listing, logo, image, or other content, you grant us a non-exclusive, royalty-free licence to host, display, and promote that content on and in connection with the Platform. You confirm you own or have the rights to all content you submit.

13. Third-party links, tools & the AI assistant

The Platform may link to third-party websites (including government portals) and use third-party tools and services. We do not control and are not responsible for the content, accuracy, or practices of any third-party site or service. Links are provided for convenience only and do not imply endorsement.

The Platform also offers an AI-powered chat and search assistant. Its responses are generated automatically, are general information only, and may be incomplete or inaccurate — they are not legal advice and must not be relied upon. Do not enter passwords, ID/QID numbers, or payment details into the assistant. See our Privacy Policy for how chat data is handled.

14. Disclaimers & limitation of liability

The Platform and all Content are provided "as is" and "as available", without warranties of any kind, whether express or implied, including as to accuracy, completeness, currency, fitness for a particular purpose, or non-infringement. We do not warrant that the Platform will be uninterrupted, error-free, or secure.

To the fullest extent permitted by applicable law, the Operator, its owners, employees, and partners will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, revenue, data, opportunity, or goodwill, arising out of or in connection with your use of (or inability to use) the Platform, your reliance on any Content, or your dealings with any PRO provider — even if we have been advised of the possibility of such damages.

Nothing in these Terms excludes or limits any liability that cannot lawfully be excluded or limited.

15. Indemnity

You agree to indemnify and hold harmless the Operator and its owners, employees, and partners from any claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or related to your use of the Platform, your Content or Listing, your breach of these Terms, or your violation of any law or the rights of any third party.

16. Changes to the service & these terms

We may modify, suspend, or discontinue any part of the Platform at any time. We may also update these Terms from time to time. When we do, we will revise the "Last updated" date above. Material changes will be brought to your attention where reasonably practicable. Your continued use of the Platform after changes take effect constitutes acceptance of the revised Terms.

17. Governing law

These Terms are governed by, and construed in accordance with, the laws of the State of Qatar, including Decree-Law No. 16 of 2010 on Electronic Transactions and Commerce and other applicable laws. Any dispute arising out of or in connection with them is subject to the exclusive jurisdiction of the competent courts of the State of Qatar.
